I concur in the objections of the Attorney General on the ground that the action of the Governor in Council in Appeals of the kind contemplated in the Ordinance, would practically be guided by the private professional reports submitted to the Executive Council by the Surveyor General the only officer
in the Executive having technical knowledgex of assessment. I donot such responsibility as this should devolve on the Surveyor Penéral or any one spices. Moreover I object to the privacy which would necessarily attend the deliberations of the Exxecutive Council in the consideration appeals. The hearing of the latter cannot be Conducted in too public a manner.. opinion also that any legislation by the which the Tovernor in Council is exposed to be brought into Conflict with other tribunals is objectionable, would therefore recommend the omission of
